The nation Israel had become apostate. God is saying to them that they have wearied itself with the length of their traveling in search of strange gods to serve you in your idol worshipping. The apostates in Israel never considered that all this pagan worship was less than useless, but as soon as they rested from their wearing pursuit of these strange gods, they remained unaffected and carried on as before. If they had served God instead, they could have stayed at home in peace. This refers to the pursuit of alien gods and unbiblical ideologies, of which the pursuit was thought to them to be invigorating rather than wearying.
People enjoy temptations and are led into beliefs and activities that take them farther and farther from dependence on God. God through Isaiah tells the people that they deluded themselves that pleasure and wealth so they missed the most appropriate goals in life. It is these pursuits which were their actual personal goals of life. They were so proud of their illusory achievements that instead of becoming fatigued and sick with their non-stop striving, they felt robust and healthy.
