“The Bible is very clear in both the Old Testament and New Testament of the Tribulation that will precede the coming of the Messiah and the establishment of the Kingdom. Jeremiah mentions the tribulation. In Jeremiah 30:4-10 we read of a time of great trouble or distress that comes upon Israel, the result of which causes Israel to be saved and freed from their oppressors to serve the Lord their God. It is described in Jeremiah 30:6 which says, “that day is great, and there is none like it.” He calls it in verse seven “The Time of Jacob’s Trouble.” Which means that one of the reasons for the Tribulation will be to break the will of the Jews and bring them to their Messiah, Jesus. The prophet Daniel, in Daniel 12:1 describes the tribulation with these words, “And there will be a time of distress such as never occurred since there was a nation until that time.” Jesus described the tribulation with similar words in Matthew 24:21, “For then there will be a great tribulation, such as has not occurred since the beginning of the world until now, nor ever will.” Revelation 9:6 says, “And in those days men will seek death and will not find it; they will long to die, and death flees from them.” The tribulation will be the greatest time of distress that has ever come upon the earth. The book of revelation from chapters 6-19 describes the entire process. One of the reasons for the book of revelation is to arrange, codify and put in chronological order the prophecies in the Old Testament that are yet unfulfilled.

“Isaiah 29 to 35.
This section deals with the third purpose of the Great Tribulation, which is the far eschatological covenant with the antichrist that will break the power of the holy people (Daniel 12:7b; Ezekiel 20:34-38). We can be confident of that interpretation because four times Isaiah uses the names: overwhelming scourge, His strange work and His alien task, which are merely different names for the Great Tribulation, in this section. Daniel tells us in Daniel 9:27 that the one act that begins the last seven years of the 490 year cycle (decreed about the Jewish people beginning in Daniel 9:24) was a covenant made with the antichrist. In Daniel 9:27, the covenant is made with many Jews (including the Jewish leadership), but not all Jews because there is still a believing remnant that does not go along with it. The covenant will be broken in the middle of it, resulting in devastation to the Jewish nation. With that background, look back to Chapter 28 because Isaiah is talking about the same covenant with the same results, but in a more expanded form.”

Isaiah 28
Verse 14-15
The rulers in Jerusalem scoffed at the Lord”s Word, but Isaiah called on them to listen to it. “Scoffer” is the strongest negative term that the Old Testament writers used to describe the wicked (cf. Psalm 1:1-2; Proverbs 1:22; Proverbs 13:1; Proverbs 14:9; Proverbs 21:24; Proverbs 29:8). A scoffer not only chooses the wrong way, but he or she also mocks the right way. He or she is not only misled, but he or she delights in misleading others. The rulers had made a covenant with some nation (probably Egypt) that involved deception and falsehood (probably against Assyria). Israel had already made a covenant with Yahweh that guaranteed her security ( Exodus 19 – Numbers 10). Why did she need to make another? The rulers thought that as a result of their covenant, the scourge of their dreaded enemy (Assyria) would not touch them. But Isaiah sarcastically told them that their covenant was really with Death and Sheol; death would be the outcome of their pact. They were the naive ones, not he (cf. Isaiah 28:9-10).

The first half of Isaiah 28 seems to apply primarily to the Assyrian threat that ancient Israel was facing, and we read it as history. However, Isaiah goes on to predict something far beyond the Assyrian invasion – something that will ultimately end with very different results in Israel. Isaiah was not ultimately predicting a negative message of death, but of Israel’s redemption in the future.
Rom 9:33
As it is written, Behold, I lay in Sion a stumblingstone and rock of offence: and whosoever believeth on him shall not be ashamed.
Isa 28:16
Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.
ISAIAH 28:21 reveals that God will accomplish HIS strange work, HIS strange act, which will have the intended result.
Verse 5 looks forward to the result of His work:
5 In that day shall the Lord of hosts be for a crown of glory, and for a diadem of beauty, unto the residue of his people,
His work — His strange act — is determined upon the whole earth:
21 For the Lord shall rise up as in mount Perazim, he shall be wroth as in the valley of Gibeon, that he may do his work, his strange work; and bring to pass his act, his strange act.
22 Now therefore be ye not mockers, lest your bands be made strong: for I have heard from the Lord God of hosts a consumption, even determined upon the whole earth.

Daniel 7:20-24
20 And of the ten horns that were in his head, and of the other which came up, and before whom three fell; even of that horn that had eyes, and a mouth that spake very great things, whose look was more stout than his fellows.
21 I beheld, and the same horn made war with the saints, and prevailed against them;
22 Until the Ancient of days came, and judgment was given to the saints of the most High; and the time came that the saints possessed the kingdom.
23 Thus he said, The fourth beast shall be the fourth kingdom upon earth, which shall be diverse from all kingdoms, and shall devour the whole earth, and shall tread it down, and break it in pieces.
24 And the ten horns out of this kingdom are ten kings that shall arise: and another shall rise after them; and he shall be diverse from the first, and he shall subdue three kings.
