God created the heavens and the earth (Genesis 1) sometime after the creation of the celestial beings (Job 38: 4-7). Lucifer was given authority over some aspect of the creation as the passage states: you were in Eden the garden of God. This Garden of Eden is not the same as the garden in Genesis.
