My understanding is that he is using these two virtues (tolerance and apathy) with a negative connotation in mind. Meaning that they are the predominant attitudes of a society on its way to decline and ultimately, extinction. Meaning that any nation who tolerates or is apathetic to that which is antithetical to existence is destined for destruction.
